The Moscow Open 2009 was announced on 15th February 2008 on the official site:
Quote: Next year the Russian State Social University is going to increase the prize-winning fund of the fifth international chess festival "Moscow Open" up to 7 000 000 rubles. It was declared by rector of RSSU, the academician of the Russian Academy of Science Vasily Zhukov.

The 4th International Chess Festival "Moscow Open 2008" beat many records. More than 1200 participants taken part of the festival...
